Walk through a displacement camp at dawn and the priorities are visible before anyone opens a spreadsheet. Queues at a single tap. Latrines overflowing because desludging trucks cannot enter. Children playing beside open drainage channels. These are not background details to a health response. They are the health response, or its absence.

Water, sanitation and hygiene โ€” WASH โ€” is the least photographed sector in humanitarian aid and among the most consequential. The Sphere Handbook treats it as a cross-cutting minimum standard because contaminated water undermines nutrition programmes, spreads infection through crowded clinics, and turns a shelter site into a disease reservoir within weeks.

What the minimum standards actually say

Sphere does not treat WASH as aspirational guidance. It sets measurable thresholds that, when breached, predict outbreaks. The figures below are the ones programme managers use in site planning; falling short of any single row increases morbidity even if the others are met.

How water actually reaches a camp

Most camp water supply follows one of three paths: trucking from a municipal source, pumping from a borehole through a piped network, or treating surface water at a central point. Each path has a supply chain that conflict can break at different points.

Water trucking

Trucking is fast to deploy and ruinously expensive at scale. A camp of 20,000 people at 15 litres each requires 300 cubic metres daily โ€” roughly 30 tanker loads, plus fuel, drivers, security escorts and depot storage. When diesel prices spike or checkpoint fees multiply, programmes quietly reduce litres per person rather than announcing a ration cut.

Boreholes and networks

Boreholes lower per-litre cost but require hydrogeological assessment, pump maintenance, spare parts and electricity or generator fuel. In many displacement settings the aquifer is shared with host communities, and over-extraction creates tension that WASH engineers cannot resolve without a political agreement on allocation.

Sanitation is logistics, not construction

Building latrines is the easy part. Emptying them is where programmes fail. Faecal sludge must be transported to a treatment site, which requires vacuum trucks, access roads, disposal licences and โ€” in practice โ€” cooperation from local authorities who may not recognise the camp's legal status.

  1. Pit latrines fill in weeks at high density unless depth and lining are adequate for the water table.
  2. Elevated or raised latrines are needed in flood-prone sites, but they cost more and are harder to desludge.
  3. Gender-segregated and lockable cubicles reduce GBV risk at night; shared family latrines often become unusable when segregated ones are insufficient.
  4. Hygiene promotion without soap distribution produces behaviour change announcements, not behaviour change.
  5. Chlorination of water at the tap does not compensate for recontamination in jerrycans carried home through unsanitary paths.

We did not run out of water. We ran out of the ability to prove the water was safe โ€” and that was enough for the health cluster to treat every case as suspect.

Is 15 litres per person per day enough?

It is Sphere's minimum for survival and basic hygiene, not comfort. It assumes efficient collection and does not include laundry at scale. Many programmes target 20 litres where resources allow. Below 15, disease risk rises sharply.

Why do cholera outbreaks happen in camps that received aid?

Because aid arrival and WASH adequacy are not the same event. Trucking may start before latrines are built, or population influx may outpace planned capacity. Outbreaks indicate a standard was breached, not that aid is futile.

Are hygiene kits a substitute for water supply?

No. Soap without water is a distribution item, not a WASH programme. Kits matter for immediate dignity and disease prevention when combined with functioning water and sanitation, especially in the first weeks.

How long can water trucking last?

Months to a few years in protracted crises, at high cost. It is appropriate as a bridge while permanent supply is built. Programmes that rely on trucking indefinitely usually signal that political or technical barriers to permanent supply were never resolved.

What is the biggest WASH mistake in new camps?

Site selection without drainage assessment. Flat land beside seasonal watercourses floods latrine pits and contaminates shallow wells. Moving a settled population to fix drainage is harder than getting the site right initially.
