Cold does not usually kill displaced people through dramatic hypothermia. It kills through a slower chain: an unheated shelter, damp bedding, a respiratory infection that would have been minor in September, a child who cannot recover because the room never gets warm, a household that spends its food budget on fuel and then eats less. By the time a death is recorded, the cause looks like pneumonia rather than temperature.

That chain is why winter response is judged on whether a shelter stays habitable across an entire season rather than on how many items were handed out in November. A blanket distribution is a single event. Winter is four to six months long.

The pattern in that table is the point. One-off items dominate fundraising because they can be described as a gift; recurring fuel dominates the budget because physics does not stop in January. An organisation that reports how many kits it distributed and not how many households it kept supplied through February has reported the easier number.

The safety problem that turns aid into harm

There is a predictable and preventable pattern in cold-weather emergencies: a family receives a heater or improvises one, seals every gap to keep warmth in, burns whatever fuel is available in an unvented space, and is poisoned by carbon monoxide overnight. The gas has no smell, the early symptoms resemble tiredness and headache, and people fall asleep.

  • A heating appliance requires a flue that vents outside, correctly assembled, with the joints sealed and the exit clear.
  • Fuel type must match the appliance. Burning treated wood, plastic waste or fuels the stove was not designed for produces both toxic smoke and chimney fires.
  • Ventilation must be preserved even in a sealed shelter — a controlled air gap is a safety requirement, not a design failure.
  • Distribution should include installation support and a briefing in the household’s own language, not a leaflet.
  • Where budget allows, carbon monoxide detectors are inexpensive relative to the risk they mitigate.
  • Tent fires are the second half of this problem: heating appliances near fabric walls, with no extinguisher and no spacing rules, in a densely packed site.

This is one of the clearest cases where in-kind distribution without accompanying services is worse than no distribution. If an appeal offers to buy stoves and cannot describe the installation and safety component, it is describing half of an intervention.

Infants lose heat faster than adults relative to their body mass and cannot describe what is wrong. Older people and people with chronic respiratory or cardiac conditions deteriorate in cold, damp air. And every household faces a substitution problem that rarely appears in reporting: when fuel prices rise, families choose between heat and food, and the resulting reduction in nutrition is recorded as a food security problem rather than a winter one.

Why the calendar decides how much the money buys

Cash or kit for winter?

Where markets function, cash lets a household buy the fuel its own appliance takes, in the size it can store, at the moment it runs out — three variables a centrally designed kit cannot get right for everyone. Cash also avoids the sizing waste that plagues clothing distributions.

In-kind keeps a clear advantage in two situations. The first is where fuel or materials are simply not available locally at any price. The second is where the item requires technical specification and installation, which is exactly the case for heating appliances and flue systems. Most competent winter responses therefore mix the two: in-kind for the technical and scarce, cash for the recurring and household-specific.

Frequently asked questions

Why is fuel more expensive than the stove?

Because the stove is bought once and the fuel is bought every week for four to six months. Across a season the recurring line normally exceeds the appliance cost, and it is exposed to price rises that peak in the coldest weeks.

Are blankets a waste of money then?

No — thermal bedding is genuinely necessary and very cheap. The criticism is of proportion, not of blankets: appeals lean on them because they are easy to explain, which leaves the larger fuel and insulation costs underfunded.

Why can distributing heaters be dangerous?

Because a heating appliance used without a properly installed flue in a sealed shelter produces carbon monoxide, which is odourless and causes deaths overnight. Appliances need installation support, correct fuel, preserved ventilation and a safety briefing to be aid rather than a hazard.

Is it better to donate in summer than during a winter appeal?

Operationally, yes. Funds available before the season allow bulk purchase at lower prices and pre-positioning on roads that later become impassable. Donations at the peak of a cold snap arrive when prices and logistics are at their worst.

What should a winter appeal disclose?

The split between one-off and recurring costs, how many months of fuel are actually funded, whether appliance distribution includes installation and safety briefing, and how households were targeted. Appeals that give only an item count are omitting the expensive part.

Does cash work for winter needs?

Well, where fuel and materials are available for purchase, because households know their own appliance, storage and consumption. It works poorly where supply is physically absent or where the item requires technical specification, which is why most responses combine cash with targeted in-kind delivery.
